Kotor is a fortified medieval port at the innermost end of the Bay of Kotor, best visited slowly rather than as a brief cruise-stop checklist. The walled Old Town is compact and easily explored on foot through its gates, squares, churches, and Maritime Museum. Its great distinction is the city wall system, which Montenegro's tourism office describes as climbing from the sea to the fortress about 300 metres above sea level before descending again. Arrive early, especially in the cruise season, to see the lanes before day-trip crowds and to photograph the bay in cooler, softer light. A half-day is enough for the town; a full day allows for the fortress and a boat trip.
The climb to San Giovanni Fortress is Kotor's defining activity but should be treated as a real uphill hike, not an urban stroll. The municipal authority has charged a visitor fee for the walls and fortress since March 2025; verify current price, entry hours, weather closures, and the permitted route before going. Expect uneven stone steps, sun exposure, limited shade, and a sustained ascent. Carry more water than you think you need, wear shoes with grip, and skip it in thunderstorms, extreme heat, or if balance, knees, or heart conditions make the climb unsuitable. The view over the old town and bay is the reward, not a requirement for appreciating Kotor.
Perast and Our Lady of the Rocks make the best nearby pairing. The artificial island church is reached by boat and is tied to a local legend of fishermen finding an icon after a shipwreck. Use a licensed boat operator, ask about sea and weather conditions, and respect the church as an active religious place. Kotor's local roads can be congested in high season, so do not schedule a tight airport connection after a boat outing or fortress hike. Shoulder seasons generally offer easier walking and fewer cruise crowds.
